Managing Partner

Rebecca Atayo is a seasoned legal and governance expert with nearly a decade of experience in land governance, natural resource management, corporate governance, and sustainable development. She played a pivotal role in the reform of Uganda’s Succession Act (2022), advancing women’s inheritance rights, and has led landmark initiatives such as advocacy for the establishment of a customary land registry.

Her career is distinguished by strong research and stakeholder engagement skills, convening governments, civil society, and communities to drive inclusive reforms. Regionally, she contributes to IGAD’s Youth and Land Steering Committee, advancing gender and youth inclusion.

She holds an LLB from Makerere University and advanced governance training from the Chartered Governance Institute of the UK and Ireland, equipping her to anchor Tenure Advisory’s commitment to inclusive, evidence-driven, and sustainable solutions. As Managing Partner, Rebecca provides executive leadership and institutional stewardship—shaping strategic direction, safeguarding governance integrity, and ensuring compliance and accountability.
